Hot oil, grease-laden extraction and high-output appliances create a risk profile that general fire precautions alone cannot manage. This restaurant fire protection compliance guide sets out what operators need to address, how a kitchen suppression system fits into the wider plan, and where the detail matters most.

Compliance is not a box-ticking exercise. It is the practical evidence that your restaurant can prevent a fire where possible, control it quickly if it starts, protect people, and recover trading without unnecessary delay. It also matters to insurers, landlords, enforcement authorities and anyone responsible for the premises.

Start with a suitable fire risk assessment

For most restaurants in England and Wales, the Responsible Person has duties under the Regulatory Reform (Fire Safety) Order 2005. The requirements differ in Scotland and Northern Ireland, but the operating principle is the same: identify fire hazards, assess who could be at risk, put proportionate controls in place, and keep those controls under review.

A generic assessment is rarely enough for a commercial kitchen. The assessment should consider the actual cooking line, fuel sources, extraction route, staff routines, cleaning standards and the way the building is used. A compact takeaway kitchen with a single fryer has different hazards from a hotel kitchen with multiple fryers, chargrills, combi ovens and a long canopy run.

Pay particular attention to ignition sources, combustible grease deposits, oil and fat cooking, gas isolation, electrical equipment, escape routes and the likelihood of a fire starting when the kitchen is unattended. The findings should lead to clear actions, named responsibilities and review dates. Review the assessment after a refurbishment, new appliance installation, extraction alteration, change in menu or kitchen layout, or any fire-related incident.

Restaurant fire protection compliance: the essential controls

Fire safety in a restaurant works as a connected set of controls. A compliant suppression system is critical over high-risk cooking equipment, but it cannot compensate for poor extraction cleaning, blocked escape routes or untrained staff.

Your arrangements should cover prevention, early warning, firefighting provision, safe evacuation and equipment maintenance. The exact measures depend on the building and risk assessment, yet several areas routinely require close attention:

  • The cooking line should be kept clean, with grease managed before it becomes fuel for a fire.
  • Extraction systems need a planned cleaning regime based on use, cooking method and grease loading, with reports retained as evidence.
  • Fire doors, escape routes, emergency lighting and fire alarm arrangements must remain effective throughout every shift.
  • Suitable portable extinguishers and fire blankets should be correctly located, maintained and supported by staff training.
  • Gas, electrical and ventilation isolation arrangements must be understood and tested where relevant.

These measures are interdependent. For example, a suppression system may shut off gas or electricity to protected appliances when it activates. If that interface has not been designed, installed and tested correctly, fuel or heat may continue to feed the fire after discharge.

Why commercial cooking needs dedicated suppression

Cooking oil fires behave differently from ordinary combustible fires. Applying water to burning oil can cause a violent fireball and spread burning oil across the kitchen. A purpose-designed wet chemical kitchen fire suppression system is engineered to detect fire in the protected zone and discharge agent directly onto the appliance hazards and into the extraction canopy or plenum where required.

The agent cools the burning oil and forms a soap-like layer over its surface, helping prevent re-ignition. At the same time, correctly configured system interfaces can isolate fuel and power to the cooking equipment. This is why the protected appliances, nozzles, detection line, canopy arrangement and shut-off systems must be treated as one design, not a collection of separate items.

Automatic operation is especially valuable because fires do not wait for a trained member of staff to notice them. A system should also include a manual means of actuation, positioned so a person can trigger it without approaching the fire unnecessarily. The precise configuration depends on the appliances in use, their location beneath the canopy, and the manufacturer-approved design rules for the chosen system.

A common mistake is assuming a system protects any future appliance placed beneath the hood. It may not. Moving a fryer, adding a chargrill or changing appliance dimensions can leave hazards outside the designed coverage. Any cooking-line change should be checked before the appliance is put into service.

Choose specification over assumption

Insurers increasingly expect fixed suppression over commercial cooking equipment, particularly where there are fryers, solid fuel appliances, high-risk oil cooking or substantial extraction systems. Their requirements may go beyond the minimum interpretation of fire safety legislation. A lease, franchise agreement or local authority condition can also impose specific standards.

Do not rely on a verbal assurance that a system is “insurance approved”. Ask what is being supplied, what it protects, which interfaces are included, how it will be commissioned and what documentation you will receive. The right system is one designed for your equipment, installed to the relevant manufacturer requirements, and accepted by the parties with an interest in the risk.

Third-party certification provides useful assurance, but it should not become a substitute for checking the actual scope. If the system covers the canopy but not an appliance positioned outside its protected zone, the paperwork will not change the physical risk. Equally, installing a high-quality system without suitable maintenance will undermine its long-term performance.

Installation should protect trading as well as premises

Fire protection work should be planned around the realities of a working restaurant. Installation may involve access above the canopy, routing detection cable, fitting discharge pipework and nozzles, and connecting gas or electrical shut-down interfaces. The work must be coordinated with catering engineers, electricians, extraction contractors and, where necessary, building management.

A competent specialist will survey the kitchen before confirming the design. That survey should establish appliance types and dimensions, canopy construction, extraction layout, fuel supplies, control panels, isolators and any existing fire alarm or building management interfaces. It should also identify access constraints and agree a programme that limits disruption to preparation and service.

Once installed, the system needs commissioning. This is where operation is checked, interfaces are proven, staff are shown how to use the manual control, and handover records are provided. Do not accept an installation as complete until the protected equipment, shut-down functions and system status indications have been tested and explained.

Maintenance is part of compliance, not an afterthought

A suppression system is only dependable if it is inspected and maintained at the required intervals by a competent provider. The service visit should check the condition of cylinders, pipework, detection components, nozzles, manual actuators, warning labels and control equipment. It should also verify that appliances have not moved and that interfaces remain operational.

The correct service frequency depends on the system manufacturer, insurer requirements and risk profile. The practical point is simple: set the dates, keep the service record available, and act promptly on defects. Do not defer work because the kitchen appears unchanged. Grease, vibration, accidental knocks, building alterations and appliance replacements can all affect system readiness.

There are also routine checks that site teams can make between professional visits. Keep nozzle caps in place and clean, ensure manual pull stations are visible and unobstructed, check that staff have not stored items against isolation controls, and report any damage or change to the cooking line immediately. Site checks do not replace scheduled maintenance, but they often prevent an avoidable fault from being missed.

Train staff for the first critical moments

Even the best-engineered system relies on people making safe decisions. Kitchen and front-of-house teams should know how to raise the alarm, evacuate, call the fire and rescue service, use the manual suppression release where appropriate, and avoid unsafe attempts to tackle an oil fire.

Training should make clear that activation of the suppression system is not the end of the event. The kitchen must not simply reopen after discharge. A competent engineer needs to inspect, recharge and return the system to service, while the cause of the fire and any equipment faults are investigated. Reinstatement should also include checking that gas, electricity and ventilation controls are restored safely.

New starters, agency staff and shift leaders all need a level of instruction relevant to their role. Short, practical refreshers are usually more effective than relying on a one-off induction delivered years earlier.

Keep records that stand up to scrutiny

If an insurer asks for evidence after a fire, or an enforcing authority inspects the premises, you need more than reassurance that the arrangements are in place. Keep the current fire risk assessment, suppression system design and commissioning documents, maintenance certificates, extraction cleaning reports, alarm and emergency-lighting records, training records and details of remedial work.

Records should show what was found, what was done, who did it and when the next action is due. This protects the business as much as it supports compliance. It gives managers visibility of outstanding issues and helps prevent small defects becoming a reason for a claim dispute or prolonged closure.

For owners and operators, the practical next step is to compare the kitchen you are running now with the system and records you believe you have. If appliances, extraction, fuel supplies or operating hours have changed, have the fire protection arrangements reviewed before those changes expose a gap in protection.
