A busy service can turn a manageable cooking hazard into a major fire within seconds. This fire risk assessment kitchen guide is designed for commercial kitchen operators who need to identify practical risks, put reliable controls in place and protect staff, customers, premises and trading continuity.
A kitchen assessment should not be treated as a generic workplace exercise. Cooking equipment, oils and fats, ductwork, electrical loads, cleaning regimes and changing staff all create a risk profile that needs specific attention. The right assessment records what could ignite, who could be harmed, what controls are in place and where further action is required.
What a commercial kitchen fire risk assessment must achieve
For most UK commercial premises, the responsible person must ensure that fire risks are assessed and controlled. The exact legal framework varies across the UK, but the operational requirement is consistent: your assessment must be suitable, sufficient, current and acted upon.
In a commercial kitchen, the assessment should look beyond portable extinguishers and evacuation signs. It needs to consider the full path of a fire, from ignition at the appliance through to flames or heat entering the extract canopy and ductwork. It must also consider whether a fire can be controlled quickly without exposing staff to unnecessary danger.
The most useful assessment is site-specific. A small café with one electric fryer has different exposures from a hotel kitchen operating multiple gas ranges, chargrills, fryers and combi ovens for long service periods. Equipment type, hours of operation, layout, fuel source and extract arrangement all affect the controls required.
Start with the cooking line and extract system
The cooking line is normally the highest-risk area. Build the assessment around each appliance rather than making broad statements such as “cooking is supervised”. Record the make-up of the line, including fryers, griddles, ranges, woks, chargrills, salamanders and solid-fuel equipment where present.
Consider what can go wrong during normal operation, busy periods, cleaning and maintenance. Overheated oil, unattended pans, flare-ups from grease, damaged gas hoses, failed thermostats and overloaded electrical circuits are familiar causes. The key question is not simply whether an incident is possible, but whether the existing controls would stop it becoming a serious fire.
The canopy and ductwork need equal attention. Grease deposits within extract systems provide fuel and can allow fire to spread beyond the kitchen. Cleaning frequency should reflect the actual volume and style of cooking, not a convenient calendar interval. High-output frying, chargrilling and extended operating hours will generally demand more frequent cleaning and inspection than a lightly used kitchen.
Check that filters are correctly fitted, accessible and included in the cleaning regime. A clean-looking canopy face does not confirm that the internal ductwork is safe. Retain records of specialist extract cleaning, findings and any remedial works, as these may be requested by insurers, enforcing authorities or the responsible person.
Identify ignition, fuel and people at risk
A sound assessment brings these three elements together. An ignition source may be a fryer, gas burner, electrical fault or hot surface. Fuel may be cooking oil, grease-laden deposits, packaging, cleaning materials or combustible stock stored too close to the line. People at risk include kitchen staff, cleaners, contractors, customers, residents above the premises and staff working elsewhere in the building.
Do not overlook out-of-hours risk. Many kitchens are empty overnight while equipment remains connected to gas or electricity. A suppression system that detects fire automatically and shuts down relevant fuel supplies can be decisive at this point. It protects the cooking hazard even when nobody is present to use an extinguisher.
Assess escape routes from the kitchen as they are used in reality. Are routes kept clear during deliveries and service? Can a staff member leave the cooking line without passing directly through the likely fire area? Are final exits available when the premises are locked or alarms set? These details are often where an otherwise acceptable assessment fails operationally.
Put controls in the right order
Controls are strongest when they remove or reduce the hazard before relying on human intervention. Training matters, but it is not a substitute for properly maintained equipment, clean extract ductwork or automatic suppression.
Your control measures may include:
- planned cleaning of canopies, filters and ductwork based on cooking activity;
- safe appliance spacing and removal of combustible materials from cooking areas;
- routine inspection and maintenance of gas, electrical and cooking equipment;
- suitable fire detection, alarm, emergency lighting and escape arrangements;
- a kitchen fire suppression system designed for the protected appliance line and extract plenum;
- automatic shutdown of gas, electricity or other fuel supplies when the system operates;
- staff instruction on evacuation, raising the alarm and the limited circumstances in which firefighting is appropriate.
Each control should be specific enough to verify. “Staff trained” is weak unless you can show who received training, what it covered, when it was delivered and how new starters are inducted. “Suppression system installed” is also incomplete if the system has not been serviced, its nozzles have been moved or appliance changes mean it no longer protects the current cooking line.
Assess suppression as an integrated safety measure
A commercial kitchen suppression system is not a replacement for a fire risk assessment. It is a critical control within it, particularly where cooking oils, fats and high-temperature appliances create a fast-developing risk.
A correctly specified wet chemical system detects fire in the protected cooking area, discharges agent through fixed nozzles and helps prevent re-ignition on hot cooking oils. It should also be interfaced with the building and kitchen systems that need to respond, such as gas isolation, electrical shutdown, fire alarm signalling and extract arrangements where applicable.
Specification must follow the equipment in place. If a fryer is added, a range is moved or a canopy is extended, the suppression coverage and nozzle positions must be reviewed. Even relatively small alterations can leave part of the cooking line outside the designed protection zone.
Ask clear questions when reviewing a system: which appliances are protected, what fuel supplies are isolated, how is the fire alarm notified, and who is responsible for maintenance? Insurer-approved, third-party-certified equipment and competent installation provide confidence, but performance over time depends on inspections, servicing and prompt action after any kitchen alteration.
Record actions, owners and review dates
The assessment should produce an action plan, not a file that is revisited only after an incident. Rank findings by urgency. A blocked escape route or unprotected fryer needs immediate attention; replacing worn safety signage may be a planned improvement, provided it does not mask a more serious deficiency.
Assign every action to a named person and set a realistic completion date. Keep evidence of completion, including service certificates, cleaning reports, photographs, staff training records and invoices for remedial work. This creates a clear trail of control and helps facilities managers maintain standards across multiple sites.
Review the assessment at regular intervals and whenever circumstances change. Trigger points include new cooking equipment, a change in menu or cooking method, refurbishment, an extraction upgrade, a fire incident or near miss, changes to staffing, and new insurer requirements. A review is particularly important after a kitchen is handed over by a contractor, as equipment layouts can change between design and operation.
Common gaps that create avoidable exposure
The most frequent weakness is assuming that standard fire precautions cover the cooking risk. General extinguishers and a fire alarm are necessary, but neither deals with the particular behaviour of burning cooking oil or fire travelling through grease-contaminated extract systems.
Another common issue is a mismatch between the suppression system and the live kitchen layout. This can happen after equipment replacement, a menu change or an informal rearrangement to improve service flow. The kitchen may still appear protected, while a new or moved appliance has no effective coverage.
Maintenance records also matter. A system cannot be relied on simply because it has previously been installed. Regular inspection confirms that cylinders, detection lines, nozzles, manual actuators and interfaces remain in serviceable condition. It also provides the evidence that a responsible person, insurer or auditor will expect to see.
A kitchen fire risk assessment is most effective when it reflects how your team actually cooks, cleans, closes down and responds under pressure. Treat it as an operational control document, keep it current, and make sure every high-risk appliance has protection that matches the work being carried out around it.
