A kitchen fire can put a business under immediate pressure: staff safety, damage limitation, insurer notification and the question of whether it is safe to reopen. The essential documents for fire compliance are what demonstrate that foreseeable risks were identified, the right controls were put in place, and those controls were maintained. They are not paperwork for paperwork’s sake. They provide the evidence behind safe operation and can make a material difference when an enforcing authority, insurer or landlord asks for proof.
For commercial kitchens, records need to reflect the hazards actually present. High-temperature cooking, grease-laden extract systems, combustible cooking oils, gas supplies and busy service periods all require more than a generic fire folder. The documents should show how the kitchen’s specific equipment, extraction layout and operating practices are being controlled.
Essential documents for fire compliance in a commercial kitchen
There is no single folder that makes a kitchen compliant. Requirements vary according to the premises, the responsible person, the findings of the fire risk assessment, the type of cooking undertaken and insurer conditions. However, a well-managed site will normally be able to produce the following records promptly.
- A current fire risk assessment and action plan
- Fire safety logbook and routine inspection records
- Kitchen fire suppression system design, commissioning and service documentation
- Training records for staff, managers and nominated fire wardens
- Extraction cleaning certificates and cleaning schedules
- Fire alarm, emergency lighting and extinguisher inspection records, where applicable
- Gas safety, isolation and interlock test records
- Evacuation plans, fire action notices and fire drill records
Keep these documents together, controlled and accessible to the people who need them. A certificate stored in an engineer’s email inbox or a risk assessment that no longer reflects a refitted kitchen is of limited value when an issue arises.
The fire risk assessment sets the standard
The fire risk assessment is the starting point. It identifies ignition sources, people at risk, escape routes, detection and warning arrangements, fire-fighting equipment, emergency procedures and the controls needed to reduce risk. In a commercial kitchen, it should account for the cooking line, fryers, chargrills, woks, solid-fuel appliances where used, extraction canopy and ductwork, fuel supplies and the interface between the kitchen and customer areas.
The assessment should not simply state that a suppression system is fitted. It should record what the system protects, the hazards it is designed for and what must happen when it activates. This may include shutting down fuel or electrical supplies, stopping cooking appliances and raising an alarm.
A significant change should trigger a review. Examples include installing new cooking equipment, changing appliance positions, altering the extract canopy, extending trading hours, introducing a different cooking process or carrying out a refurbishment. A system designed around one appliance layout may not provide suitable protection after the line has changed.
In England and Wales, the Regulatory Reform (Fire Safety) Order 2005 places duties on the responsible person to take general fire precautions and keep a suitable and sufficient assessment under review. Scotland has separate fire safety legislation, but the practical requirement remains similar: risks must be assessed and properly managed. Your assessment should translate into clear, recorded actions rather than broad statements of intent.
Suppression system records prove the system is ready
A kitchen fire suppression system is intended to detect a fire at the cooking risk and discharge a suppression agent automatically, including when the kitchen is unattended. Its reliability depends on correct design, installation, interfacing and maintenance. Each stage should be documented.
Design and installation records
At handover, retain the proposal or specification, appliance schedule, system layout drawings, nozzle positions, cylinder details and installation certificate. These records establish what was installed and which appliances are protected. They are particularly useful after a change of manager, a landlord inspection, an insurance renewal or a kitchen alteration.
The handover file should also explain the system interfaces. A correctly installed system may need to isolate gas or electricity to protected appliances, send a signal to a fire alarm system or operate a mechanical shut-off arrangement. The cause-and-effect information should make clear what occurs on activation and who is responsible for testing each connected element.
Third-party certification and insurer approval may be critical, depending on the system and the insurer’s conditions. Do not assume that a system is acceptable solely because it looks similar to one fitted elsewhere. The equipment, hazard, design standard and installation quality all matter.
Commissioning certificates and service reports
A commissioning certificate confirms that the installed system was checked and made ready for service. It should be dated, site-specific and supported by system identification details. Retain it for the lifetime of the installation.
Thereafter, planned maintenance reports are among the most valuable compliance records. They demonstrate that a competent engineer has inspected the system, checked the detection and actuation components, confirmed the agent cylinder condition, reviewed nozzle caps and pipework, tested relevant interfaces and identified any defects. The report should record any remedial work, not merely state that a visit occurred.
The servicing interval depends on the manufacturer’s instructions, system type, risk assessment and insurer requirements. In many commercial kitchen settings, six-monthly servicing is expected, but the correct frequency must be confirmed for your own installation. Missing services, unresolved defects or unrecorded changes to appliances can leave both protection and insurance standing exposed.
Cleaning and extraction records protect the system’s environment
A suppression system addresses a fire at the cooking appliance. It does not remove the need to manage grease accumulation in the canopy, filters and ductwork. Grease deposits can fuel fire spread beyond the original cooking risk and can compromise the safe operation of the extraction system.
Keep extraction cleaning certificates that identify the areas cleaned, the date, contractor, cleaning method and any inaccessible sections or defects found. A recognised cleaning standard may be requested by an insurer, but the practical issue is whether the cleaning frequency reflects cooking volume, fuel type and grease production. A low-volume daytime café and a high-output restaurant operating late into the evening should not necessarily follow the same schedule.
Daily and weekly kitchen cleaning checks also matter. Filter cleaning, removal of grease from accessible surfaces and checks that nozzle caps remain in place are straightforward controls, but they need ownership. A signed checklist is useful only if managers review it and act when standards slip.
Training records turn equipment into a working control
Staff should know what the suppression system does, what activation looks and sounds like, and what they must do immediately afterwards. They should not attempt to restart appliances or reset the system. The area must remain safe, fuel supplies must stay isolated where required, and a competent suppression engineer must attend before the protected equipment returns to service.
Training records should identify the attendee, date, trainer and subject covered. Include induction training for new starters, refresher training, evacuation arrangements, use of portable extinguishers where staff are expected to use them, and procedures for reporting defects. Managers need additional clarity on who can authorise reopening after an incident and who contacts the maintenance provider.
A laminated instruction notice beside the cooking line helps during a stressful event, but it does not replace training. Staff turnover is common in hospitality, so a one-off briefing at installation is rarely enough.
Routine fire safety records still apply
Kitchen-specific documents sit within the wider fire safety arrangements for the premises. Depending on the site, the responsible person should also retain alarm test records, emergency lighting tests, extinguisher maintenance certificates, fire door inspections, evacuation drill records and records of corrective actions.
These records should align. For example, if the suppression system is interfaced with the fire alarm, the testing arrangements need to show that the interface functions without creating unnecessary disruption to trading. If an activation would isolate a gas supply, the emergency plan and staff training should reflect that fact.
Avoid treating documents as separate contractor files with no operational owner. Allocate responsibility for checking expiry dates, arranging services, closing out defects and reviewing the folder after any kitchen change. A digital register can work well, provided certificates are complete, backed up and easily retrievable during an inspection.
When a document is missing
Missing records do not always mean that a system is unsafe, particularly after a change in ownership or premises takeover. They do mean that you cannot easily demonstrate its condition, design basis or maintenance history. The sensible response is to assess the installation rather than recreate paperwork from memory.
Arrange a competent inspection, obtain a current service report, verify the appliance layout and interfaces, and update the fire risk assessment. If the system has been altered, damaged, discharged or left unmaintained, it may require remedial work before it can be relied upon.
